Draft: increment stripes to v7

This draft task was created to reserve time of Firebird team in case this work is required as we need to have preliminary planning done for a couple of sprints ahead and it cannot be done without tasks available in Jira with preliminary estimations provide.

@Victoria_Smelova, this is a dupe of https://folio-org.atlassian.net/browse/UICIRCLOG-71#icft=UICIRCLOG-71. I'm not sure why this is being created now. At present, we do not expect the @folio/stripes Lotus release to contain breaking changes, i.e. I expect it to be 7.1.0 so apps' ^7.0.0 dependencies should pick it up automatically. They should change to ^7.1.0 if they rely on new features that were not available in 7.0.0, but it is not a requirement if they don't.
