Loan Rules Permission Shows More Than Should and Throws Errors

Description

Steps to repro:

  1. Log into folio-testing as diku_admin

  2. Create a new user (I used cboerema_

  3. Give this new user just one permission: Settings (Circ): Can create, edit and remove loan rules

  4. Log out and log in as new user

  5. Only settings icon displays in top nav (this is correct)

  6. Click settings icon

  7. Only circulation appears (this is good)

  8. Click Circulation

Expected: Only loan rules should appear

Actual: Fixed due date schedules, Other settings and Staff Slips all appear. Clicking them result in error.

I don't think this is actually a bug - we just don't have permission sets in place for some of the items still showing on the screen. I've added tickets to cover this - and . already has an issue in to handle the one for Patron Notices Templates ().
