Do not allow only space characters in the notice template body

Description

Purpose: Avoid that users can saved a notice body that contains only space characters.

User story statement(s):

As a FOLIO staff user,
I want to be warned if my notice body only has space characters,
so that I don't save what looks like an empty notice body.

Scenarios:

  1. Scenario:

    • Given that I am in Settings >> Circulation >> Patron notice templates >> + New >> I am in the new template

    • When I enter a space character in the field "Body"

    • Then show the error message "Please fill this in to continue" and the corresponding formatting of the field, as per the attached screenshot.
      The template cannot be saved while there are only space characters.
