Permission errors with ui-circulation.settings.other-settings

Description

Overview:
This is a clone of UICIRC-717, which I consider is the original ticket.

This ticket covers scenario #10 as listed in UICIRC-717 comments by Pavel Spichonak:

When a user wants to access the Other settings, they can get an error message when the only permission they have is: ui-circulation.settings.other-settings,
because it also requires: user-settings.custom-fields.collection.get
--> user-settings.custom-fields.collection.get  needs to be "added" to  ui-circulation.settings.other-settings

Hi . I was estimating all bugs related to permissions and found out that now instead of configuration.entries.collection.get permission it requires user-settings.custom-fields.collection.get permission. Could you please update description of this bug?
