Found when testing localization/translations for aria-labels (UICIRC-421).

Steps to reproduce
Go to Settings > Circulation > Patron notice templates
Open a template or create a new template
Right click on token icon {} in editor toolbar and inspect element

Expected
aria-label with selected language value for "token" (if English, then "token")

Actual
aria-label attribute missing for token <button> element
