Enable keyboard navigation for location selection

Scenarios

  1. Scenario

    • Given the circulation rules editor and the Select location menu, where the user has at least one location checked

    • When the user uses the keyboard shortcut Ctrl+Enter

    • Then:

      • enter the location code into the circulation rule line

      • clear the Select location menu and start over with Institution

  2. Scenario

    • Given the circulation rules editor and the Select location menu, with ANY highlighted

    • When the user uses the up arrow key

    • Then place the user's cursor in the Location: Filter options list searchbar

I'm trying to figure out logical keyboard shortcuts for circulation rules editor, since right now it's not possible to close the locations selector (with selections intact) or get to the search field without using a mouse. Is the preference for that using the up and down arrows, or using Tab? (Currently, the locations selector uses Tab to select checkboxes but not spacebar, which I'm guessing has to change based on https://folio-org.atlassian.net/wiki/display/A11Y/Keyboard+Navigation.)
