Takes a long time to load Settings > Staff slips in BugFest environment

Description

Steps to repro:

  1. Log into https://bugfest.folio.ebsco.com (you can use cboerema/foliotest)

  2. Go to Settings > Circulation > Staff slips

Expected: Page should load in under 2 seconds

Actual: Takes too long to load

Additional info: Once loaded, it loads pretty quickly the next time you visit the page. However, when you first access it during a given session, it's slower than it should be.

I've moved this to a UI project as it doesn't seem to be related to quantity of records. Given we don't know the cause, I thought it might make sense to start the investigation from the UI
