[SPIKE] Ensure all menus in Circ, request and Fee-Fine screens meet the established pattern

While working on it was noted that the menu does not follow the current FOLIO pattern; Menu items should be removed if the user does not have permissions to it. UXPORD-4867 was created to address this issue on the fee/fine screen.
This spike it to review all the action menus in Circulation, Requests and the Fee-Fine pages and ensure they meet the current FOLIO UI pattern and generate tickets to fix the menu’s behavior.
