Error messages not displaying right away in Lost fee fine policy page

This is related to the test: https://foliotest.testrail.io/index.php?/tests/view/4608355&group_by=cases:section_id&group_order=asc&group_id=1535

If a user changes the interval field for: Items aged to lost after overdue, Patron billed after aged to lost, Recalled items aged to lost after overdue, or Patron billed for recall after aged to lost the error to enter an amount is not displayed under the value field, until it is entered and exited. The same is true is a value is entered and the interval is still at “Select Interval”

I am marking this as a P4 as the save validation does work and the field validation will work once entering and leaving all the fields, but it does not match the spec in the test.
