I'm with on this one. I noticed it too yesterday, and for me (as a librarian) then Circulation is a suite of functions that manage the delivery of resources to end users (a.k.a. Resource Access). So I would prefer Check out as part of Settings > Circulation

that's a question for the requirements managers (is that the term?) i.e.

Permissions have been added to folio-ansible, next build will contain them.
