Check out items using new endpoint from mod-circulation-bff

Description

Implement feature toggle for switch between /circulation/check-out-by-barcode and /circulation-bff/loans/check-out-by-barcode

/circulation/check-out-by-barcod should be used when stripes config enableEcsRequests absent
/circulation-bff/loans/check-out-by-barcode should be used when stripes config enableEcsRequests present

Permission required to call the new endpoint: circulation-bff.loans.check-out-by-barcode.execute
