Create check out endpoint

Description

Create new endpoint (GET /circulation-bff/loans/check-out-by-barcode) in the interface circulation-bff-loans.

Permission name - circulation-bff.loans.check-out-by-barcode.execute

Request body: same as regular check-out.

Proxy check-out call to mod-circulation without any additional processing.
