Overview: Checkout/User notes pop-up didn't appear for second user when first check outed user didn't have notes (or didn't have checked checkbox in note)
Steps to Reproduce:

1. Log into FOLIO environment as User with permissions:
   Check out: All permissions
   Notes: Can assign and unassign a note
   Notes: Can create a note
   Notes: Can delete a note
   Notes: Can edit a note
   Notes: Can view a note
   Users: Can view user profile

2. Go to "Users" app and create at least one "Note" with marked checkbox "Check out app" for User A.

3. User B doesn't have any "Notes" (or doesn't have "Notes" with marked checkbox "Check out app"

4. Go to "Check out" app.

5. Fill in the barcode of User B in the input field and click "Enter".

6. Click on the "End session" button.

Expected Results: "Checkout/User notes pop-up" of user A is shown.
Actual Results: "Checkout/User notes pop-up" of user A doesn't show.
