Checkout/User notes pop-up > Excessive pop-ups

Background: Issue reported with Nolana and Orchid. Assume that some logic was removed when updates were made to the pop-up 

Steps to reproduce - bugfest-orchid.int.aws.folio.org

1. Via Users app > Create a pop-up note and assign it to display on check-out app

   1. Make sure that the user has a barcode

2. Go to Check-out app 

3. Select the user who has the pop-up note

4. Pop-up displays 

5. Click Close 

6. Checkout an item - Item barcode 114249617

Expected outcome: Do not display pop-up. The pop-up should only display once when using the app for a session. 

Actual outcome: pop-up displays again and continues to do so when checking out additional items.
