transpile modules on publish instead of during bundling

Description

Summary: Publishing transpiled resources (i.e. a dist directory) instead of/in addition to raw source code when publishing to the npm repository may provide a useful optimization both to developers testing individual modules and hosting providers compiling and bundling entire platforms.
