Integrate the use of okapi-stripes to generate UI bundles

Description

We will want to use module descriptors (as I understand it) as configuration for the okapi-stripes modules which allows UI bundles to be generated by the back-end. This depends on a lot of Wolfram's work that we've not really used yet.

No-one holds out any hope that Wolfram's old code will be much use. I think we should close this one as WONTFIX and file a new issue for the new Okapi module, mod-build-stripes.

Note to self: the way to bring this to completion is for someone else to be able to run Wolfram's code, based on the documentation that he has created.

This one is assigned to me for historical reasons, but there is really no work for me to do on it. The piece of Real Work that it pertains to is getting Wolfram's okapi-stripes work into shape to function as a proper Okapi module – adhering to the proper API conventions, providing a descriptor, documenting, etc. I suggest that we either repurpose this issue to that end; or, better, close this and make a new issue for the Okapification of Wolfram's work.
