Search & Filter pane: Change the tab order so that the collapse / expand pane button is last

Description

This story only applies to the apps that have implemented the new UI for expand/collapse Search & Filter pane.

Requirement: Expand/Collapse Search & Filter pane button should be the last item tabbed in the pane AND not the first

Acceptance Criteria

Given I navigate the Users app using a keyboard

When I tab the Search & Filter pane
Then Expand/Collapse Search & Filter pane button should be the last item tabbed before going to the Results List pane

If the following rule is applied across all apps then this requirement becomes moot - when user accesses app then focus should go to the search box AND if no search box then the most logical action a user would do upon accessing the app.

I don't think it's a good idea to manipulate the sort order here because it will mess with the default (and expected) browser behavior.

Also, I am having trouble seeing how we can achieve this without having to do some kinda "hacky" code.

What's your take on this?
