stripes-loader should cache its results

Description

At the moment stripes-loader may be traversing the list of enabled modules every time it is invoked. This only needs to happen once. I believe the loader API offers the opportunity to cache this. Perhaps not worth implementing until we switch to Webpack 2 in case the API has changed.
