Open Top Item in Settings Panes

Description

Purpose: Modify how the panes load in Settings so that we don't have blank panes displaying.

Scenarios

  1. Scenario

    • Given Settings

    • When opened

    • Then the top listed item should be selected in all panes so that there are no blank panes displaying

      • For example, Users is currently the top sub-section so it should be selected. Within users, permission sets is currently the top sub-section displayed so that should be selected. See attached screenshot for example.

OK, on reading this in detail I see that the new issue is unrelated to the original one. I will make a new issue and assign it to Matt (who created these parts of the program).

- In connection with closing [UIS-13] following bug was identified:

Overview:
When testing scenario 2 in [UIS-13]. The top created item should be automatically in focus in Settings so we don't have blank panes (unless there haven't been any items created).

Steps to repro:
1. Login http://folio-testing.aws.indexdata.com/ as admin
2. Select Settings.
3. Click on Scan > Loan Policy > ... first time then you get the two new panes as described in UIS-13.
4. If you then select another App Setting, or click on 'Check out' in Module Settings, and later want to go back to Scan > Loan Policy > then you only get the third pane, with pane title '+'.

Expected results:
The two panes would be consistent all session through.

Actual results:
When you return to Setting > Scan > Loan Policy > ... then the fourth pane has disappeared.
