This seems to be working again, now I fixed so that the permission-checking can work.

(At least, patron-group CRUDding is OK. I can't get make permission-set editing work., but that might because I don't understand how it is supposed to work.)

I have uncommented the relevant bits that Matt made in stripes-core, and made a simple text-link at top left, next to the FOLIO logo. This should be enough for now; but I notice that the patron-group CRUD code is not presently working, perhaps due to lint changes I made. I'll look into it.
