Purpose: Create basic UI component for the Settings page

• Layout for Settings page/panes with particular focus on what's needed to navigate to Settings > Users > Patron Groups and Settings > Users > Permission Sets

• Search and setting type selection are out of scope for this story. If non-functional page elements can be omitted without breaking the design, let's do that. If that proves difficult, we can display them (but have them be non-functional).
