Make Users UI module robust to non-existent sub-records

Description

As described in STRIPES-139, a skeleton record which has only the username field, and therefore lacks the entire personal subrecord, causes problems at display time, with the whole record-list mysteriously vanishing. The display code should be made robust enough to deal well with such records.
