This issue is said to be blocking (The focused view of a newly created user is flickering). If it's not needed at the moment, then I would think should be done and marked In Review for testing.

In this instance, the flash doesn't seem to impact the UI. Since that's the case, a fix to this may be considered 'over-optimization' at this point. , thoughts? Could this cause issues in the future?

Not in my wheelhouse, really. I came across it back when I was adding in the loading graphic for UI-users. I know there's been a lot of work done to Stripes-connect since then- let me see if this has been resolved.
