As part of my development of a Stripes plugin for the retrieval and display of UK Copyright Licencing Agency copyright clearance data I developed a Tabs component.

I did not submit it for inclusion in stripes-components at the time as I was very new to development with Stripes and wasn't particularly confident of submitting. I am now working on another development which also has a requirement for a Tabbed UI element, so I am revisiting this work.

I have reviewed the work I did on the Tab component and its associated unit tests and am confident in submitting it for inclusion.

Reading the stripes-components CONTRIBUTING creating this seems to be the first step!

If anyone has any comments or suggestions, the would be gratefully received. I was intending creating a stripes-components PR that includes the Tabs component, but wanted to make sure I posted this first.
