Use new CQL sort-modifiers to specify locale for collation

Description

This requires expanding the signature of makeQueryFunction, which is not presently passed the locale. So we will, annoyingly, also need to modify the invocations of that function in Users, Items and Instances.

Reassigned since I am no longer on this project. Not urgent, but should be considered when time allows. Also, should perhaps now be in STSMACOM – I've lost track of when or whether makeQueryFunction got moved.

Ah, no, this will be fine: we just need to arrange for the locale to be passed into the anonymous function returned by makeQueryFunction, not makeQueryFunction itself.

Ugh. The invocation of makeQueryFunction is from within the static manifest, which means that the locale (or the Stripes object that contains it) is not available. This will require some thought.
