UI: “Skip Links”

Description

Accessibility Detail - Skip links are only visible when the link itself is focused. They provide a way for keyboard-only or screen-reader users to skip over potentially repetitive parts of the UI (navigation or lengthy lists of controls).

The last step of this is to integrate this into Users and Items. Once a reference to the results listing is passed to the search input, the skip link there will be active and keyboard users will be able to skip over the filters straight to the search results.

Added the <FocusLink> component as a tool for developers to make listing components 'skippable' for keyboard navigation.

Once live, if you hit the TAB key once after logging in, you'll see the link show up ( a little chevron next to the FOLIO logo). Screen Reader will announce 'Skip Main Navigation'.

If link is activated (Enter Key) the focus will skip to the module.... so if "Users" is open, a subsequent "TAB" will focus the Search input.

Added "Skip Navigation" Link to Main Navigation. It will go out with stripes-core v0.8.0.
