Create user story for POC - Users app

Linked a STRIPES RFC for a conceptual way to handling this... will add technical details to that description.

There were some use-cases that STRIPES has not encountered at the moment that were tough in general to cover for the original library - Particularly, the case of Fragments, or when the child component renders null - both are sticky when it comes to the wrapping <Hotkeys> doing what it needs to do.

My PR got hung up in testing(of course.) Now that I've grown some familiarity with testing I'll take another run at it - for right now I'm for at least upgrading our 'non-fork' to a real fork since there are other aspects of the library I would like for us to have available (a HOC)

The outcome of our conversation of the original scope of this ticket was "we need to set aside a day or two to think/hack on this", because the original scope might have been wasted effort.

This ticket should suffice until then.
