When mod-tlr creates a TLR in a remote data tenant, a requester might not exist in that tenant. If it doesn't exist, mod-tlr needs to create it using mod-users API.
In scope:

• Create a client for creating users in mod-users

• Use this client to create a requester before creating a TLR in the remote tenant (part of the POST /ecs-tlr/tlr logic)
