mapping_rules migration fails on missing "mappingRules" property

Description

Migrating to Kiwi or Lotus fails with NullPointerException if an existing mapping_rules entry has no "mappingRules" property.

Hi One more question - what is the oldest version of FOLIO that this script can be run against? Kiwi? Older than that? That's helpful to know, so that we'll know which release notes to mention it in. Thank you!
