In SRM in RawMarcChunksKafkaHandler all failure calls to database catched and DI_ERROR events not send. Need to add logic to differ exceptions, if its  ConstraintViolation - do nothing because its situation with duplicate, if some other DB exception occurs - send DI_ERROR event through already implemented error handler.
