Importing a MARC bib with a 1xx with no $a causes an error

Description

Steps to duplicate:

  1. Go to Data Import landing page in Ramsons Bugfest: https://bugfest-ramsons.int.aws.folio.org/data-import

  2. Upload attached “1xxNoSubfieldA” MARC file and choose to run Default - Create instance and SRS MARC Bib job

EXPECTED RESULT: Job completes with status of 'Completed'. No errors.

ACTUAL RESULT: Job completes with status of 'Completed with errors'. If you drill into log you'll see that all 3 records in file failed with erros
