Stop chunks processing when the DI job already marked as ERROR

Description

We do not process chunks for a task if it is marked as CANCELED and I'm sure we should do the same with chunks for a job that is already marked as ERROR. Now, we got a lot of messages "Couldn't update JobExecution status, JobExecution already marked as ERROR".

Required changes: add "ERROR" status to JobExecutionUtils.isNeedToSkip
