mediated requests search needs to ignore accents

Description

Search by title, call number etc. needs to ignore accents (the same as in Requests application).

Note: The current accents respecting search is a significant workflow impediment for staff responding to requests for titles and names that contain accents.

Note: The search should work the same as in the Request application for cross-app consistency.
