mod-requests-mediated module uses spring base folio-spring-cql module. When the CQL search is given, it creates search criteria which is not converted to lower case, in order to be a case-insensitive, e.g:

It is thought to be as searching usual requests, which retrieves requests from mod-circulation-storage and have query like this with lowercase wrapping:

Based on investigation, folio-spring-cql module is incomplete if it compares to the rmb modules.
