Remove the patron group RemoteNonCirculating while fetching the expired users for a particular date.

Description

As discussed in the refinement call with the polling API which will result back all the expired patron records for a particular date should not have a check of the patron group as Remote Non Circulating. No filters needed for Patron group in the query.
