POL Encumbrances are not converted to US Dollars if any other currency is used to specify Fund Distribution "value" field(s) in nominal cost (NOT percentage).

**If percentage share (%) is used - encumbrances are calculated correctly based on the exchange rate (both - prepopulated or entered manually)****

Preconditions:

An Order has been created with at least 1 POL
The order is in  "Open" Status
The POL has a cost >0 and Fund distribution #1

Steps to Reproduce:

1. Open created Order (Apps>Orders>Order tab>Check "Open" status>Click the Order)

2. Edit PO Line (Expand PO Line accordion>click PO line

3. Select EURO currency (Expand Cost details accordion>Currency>EUR

4. Add Fund distribution #2 (Expand Fund distribution accordion>Select valid Fund)

5. Switch Fund #1 and #2 "Value" fields from "%" to "cost" data

6. Split the POL cost evenly between Fund #1 and #2 distributions

7. Click Save and close

8. Check Fund distribution records in PO Line details

Expected Results: "Amount" value is expressed in EUR, "Initial Encumbrance" and "Current Encumbrance" values are converted to US Dollars 

Actual Results: "Amount","Initial Encumbrance" and "Current Encumbrance" values are the same though are marked with different currency signs
