Description

A new github repo needs to be created under folio-org for the orders business logic module (mod-orders).

NOTE: A repo already exists with the mod-orders name but there are plans to rename that to mod-orders-storage to comply with naming conventions. (see https://folio-org.atlassian.net/browse/MODORDERS-16)
