Spike: Support migration processes distribution between app instances

Description

Overview

Currently module supports only vertical scaling in a scope of one migration job by allocating more resources to the module.

Investigate the possibility to support horizontal scaling, which will allow multiple application instances process chunks for the same migration operation.
