Create ramls directory - which will contain all raml files and json schemas as we start developing endpoints

Add descriptors directory containing DeploymentDescirptor-template.json and ModuleDescriptor-template.json(this can be as basic as possible at this time and is expected to grow as we continue developing endpoints)
