Service points synchronization: implement event handlers

Description

Implement handlers for Service points.

All types of events - create, edit, delete.

These handlers should implement unidirectional synchronization of Service points from the Central tenant to Data tenants.

Example - ShadowInstanceSynchronizationVerticle, ShadowInstanceSynchronizationHandler
