Do not return routing service points by default

Description

Service points marked with flag “ecsRequestRouting=true” should not be returned in response to “GET /service-points” by default. If client wants to get such service points, they must explicitly request them by using query parameter “includeRoutingServicePoints”:

Individual routing service points should be retrieved by ID as any other service points, without the need for this new flag.
