Make mod-graphql a well-behaved FOLIO-module citizen

Description

According to the guidelines to be laid out in OKAPI-564. This will make it easy to include in CI and deployment, monitorable for health, etc.

Well, the OKAPI-564 document never got written, but mod-graphql is now running in both FOLIO and ReShare, and is active use in the latter, so I guess the relevant work for the present issue got done at some point. Closing as done.
