Support the `/admin/health` endpoint

As requested by .

This is part of the "make mod-graphql a good FOLIO citizen" initiative, outlined in . I abandoned that as an issue because I couldn't anyone to tell me what good citizenship consists of (see OKAPI-564) but I would still like to see this happen.

As noted in 's addition to https://github.com/folio-org/okapi/blob/master/doc/module-requirements.md#2-to-run-on-index-dataebsco-ci this is very simple: all mod-graphql has to do is respond to `GET /admin/health` with 200 OK.
