Purpose/Overview:
Currently, after FYRO, open orders with reEncumber=false have lines with fund distributions using encumbrances in the previous fiscal year. This can cause a number of problems (clicking on the encumbrance fails, invoices based on the order won't approve). On the other hand, we don't want to encumber these orders because users stated explicitly they don't want that. But because the orders are open, we can't leave the fund distributions without encumbrances.
4 options to fix that:
Create new encumbrances but release them
Unopen the orders
Support links to encumbrances in past fiscal years in order line fund distributions. This might be desired in connection with UXPROD-3256
Support not having encumbrances link even you have a fund distribution
Requirements/Scope:
Ensure that the value of orders with re-encumber = false are not counted in encumbered budget values
Ensure that the value of orders with re-encumber = false DO NOT cause problems with order and invoice workflows in the new fiscal year.
Ensure that re-encumber toggle can be edited during the year and set to true for the coming years rollover without impacting the current years encumbrance

Acceptance criteria:
If order lines on Open PO with re-encumber = false are rolled over. New encumbrances are created for the new fiscal year with an encumbrance status of Released. The POL payment status is unchanged.
User is able to edit open order and set re-encumber toggle to true or false
Editing re-encumber toggle does NOT impact encumbrance status in any fiscal year
