Overview:
Encumbrance amount changes ignored upon update if encumbrance status has not been changed

Expected Results:
Budge's totals (available, unavailable, encumbered) is updated when encumbrance's amount is changed but status has not been changed

Actual Results:
Budge's totals is not updated when encumbrance's amount is changed but status has not been changed

Hi Tested on bugfest by updating the encumbrance on an open order and then checking the transaction/budget changes. All looks fine. Closing this ticket.
