Add dry-run mode for bulk FY finance updates

Description

Purpose/overview:

Taking in consideration story MODFIN-381 to process Funds/Budgets Bulk update we need to add the possibility to perform such operation in View mode without committing changes to DB.

To perform this an additional request param should be added to the existing endpoint to perform operation in dry-run mode.

All existing validation should be performed + calculation of each Budget Allocated (after) value and the same response should be provided as for case with commiting changes.

Writing action logs should be skipped for the dry-run mode as well.

This story will be invoked by corresponding UI story:

Implemented in scope of https://github.com/folio-org/mod-finance/pull/268

Looks good, in next sprint it will be tested with karate tests, also when UI will be ready will be tested by QA and verified by POs.
