Add logic to include pre-rollover diagnostic in the rollover flow

Description

Overview/Purpose:

We need to support pre-rollover diagnostic during both preview and common rollovers

Acceptance criterias:

  • New preRolloverDiagnostic flag is added with default value as true

  • New service is written to create system actions and invoke mod-orders to start diagnostic

  • Diagnostic should be done in dry-run mode

  • Logic to pull action statuses until completed is written
