Project setup in GitHub: mod-ebsconet

Description

Overview: Setup mod-ebsconet project in the github repository
Follow instructions defined in Create a new FOLIO module and do initial setup

Acceptance Criteria:

The mod-ebsconet project is created

Boilerplate files (README, NEWS, PULL_REQUEST_TEMPLATE, LICENSE, Dockerfile, CONTRIBUTORS, Jenkinsfile, pom.xml, etc.) have been created

The maven pom.xml has been updated to start the project under Spring runner (via Spring way). 

No need to enable publishing and deployment in Jenkins file at the moment
