Purpose/Overview:
There will be two cases of uploading the file in bulk edit:

• the list of identifiers that will be used to trigger the query for the matching records

• the list of changes made by the user to the matched records

Requirements/Scope:

1. Validation of the data

2. Store uploaded file in the database (might be similar to data-export implementation)

3. File retention
