Database-driver patron-group handling for the Users UI module

Description

As described in LIBAPP-58, the Users app can now display, filter on and sort by patron group. But at present, it does these things by reference a hardwired set of three patron groups (on_campus, off_campus and other). Once patron-group CRUDding is complete (LIBAPP-76) we will want to rework this to be drive by the set of patron groups extant in the database.
